Understanding the root cause of these technical glitches can help employees and pensioners navigate the system better during this transition phase.

IFMIS Salary Status and Health Card Download Eligibility

First and foremost, it is important to clarify that individuals whose salaries are not credited through IFMIS are currently unable to download employee health cards. Even for those whose salaries do process through IFMIS and who submitted all required data by June 8th, errors and blocks are still appearing.

Common Portal Errors: 404 Error and OTP Issues Explained

When trying to access the portal, employee logins are currently deactivated, leaving only hospital trust logins active. Users attempting to download cards frequently encounter two primary errors:

  • 404 Error (Data Not Found): In technical terms, this means the entered employee ID has no matching records currently mapped in the new database.
  • OTP Issues: If you are not receiving your One-Time Password, it usually indicates a mismatch between the mobile number entered and the mobile number registered in the backend system.

Impact of Old Health Scheme Data Migration

When the government rushed to launch the updated website and scheme on July 17th, they migrated all existing legacy data from old EHS employee health cards into the new system. Consequently:

  • New Recruits Face 404 Errors: Many employees recruited in the last six years never applied for the old HHS cards, meaning their records don't exist in the legacy data dump, resulting in 404 errors despite updating details in IFMIS last June.
  • Outdated Mobile Numbers: Employees who downloaded cards years ago find that OTPs are sent to old numbers they no longer use, creating severe verification bottlenecks.

Outdated Dependent Information and Missing Family Members

Sample checks of downloaded health cards reveal that the system retained old records down to the exact historical details:

  • Old profile photos and historic residential addresses appear instead of recently uploaded IFMIS updates.
  • Dependent sections only reflect family members registered years ago (e.g., a spouse and a first child). Newly added children or dependents updated recently in IFMIS do not show up because the government simply copied the legacy scheme data as-is.

Hospital Network Implementation Phases (354 & 532 Hospitals)

On-ground implementation has brought additional complications, with beneficiaries reporting a lack of proper recognition or attention at certain empanelled hospitals. The network operates across distinct phases:

  • Phase 1: 354 hospitals implemented since July 17.
  • Phase 2: 532 hospitals implemented since July 31.

However, the master hospital list fails to distinguish between these two groups, creating confusion on whether hospital rejections stem from phase rollouts, SC rate issues, or technical verification gaps. Full system clarity is expected to emerge as authorities stabilize database mappings over the coming days.
